August BHEC Roundup: New Rules Published, CE Broker, Public Comments & Listening Hour
The Texas Behavioral Health Executive Council (BHEC) has been busy — and there are several updates you’ll want to know about. From the currently open public comment period for proposed rule changes, to updated rulebooks, and a new mandated CE tracking system (*deep breaths*), here’s the roundup:
Submit Public Comment on Proposed Rules
New rule proposals are open for public comment — this is your chance to weigh in before anything is finalized! We’ve provided a recap of the proposed rule changes below, however you can review the detailed proposed rules in the August 8, 2025 Texas Register. Note that the deadline for public comment is September 7, 2025 at 5:00 p.m. Public Comment can be submitted online by clicking on the corresponding link on BHEC’s Proposed Rule Changes webpage.
BHEC
§882.1 Application Process – Incomplete license applications will expire 180 days after receipt.
§882.2 General Application File Requirements – Clarifies that licensed experience counts only after a license is issued; part-time experience may be prorated.
§882.21 License Statuses – Allows licensees with delinquent licenses to transfer them into inactive status.
LMFT Board
§801.44 Relationships with Clients – Requires client consent to contact other providers and encourages collaboration when clients receive services from multiple professionals.
§801.142 Supervised Clinical Experience – Associates must notify supervisors if a complaint is filed, submit supervisory agreements for each supervisor, and share remediation plans with all supervisors.
§801.143 Supervisor Requirements – Clarifies that supervisors may share remediation plans and outlines steps required if a supervisor loses supervisor status.
LPC Board
§681.91 LPC Associate License – Plain-language revisions affirm that Associates must be supervised, notify BHEC and supervisors of changes, and share remediation plans or complaints with all supervisors.
§681.93 Supervisor Requirements – Supervisors must document supervision session length and practice sites, and follow required steps if supervisor status is revoked.
Psychology Board
§465.2 Supervision – Supervisors must create a custody plan for records in case of death/disability, develop remediation plans for supervisees, and ensure supervisees share plans/complaints with supervisors. Removes requirement for supervisors to keep liability insurance documentation.
§465.34 Services to Clients with Other Providers – Requires licensees, with client consent, to attempt collaboration with other providers rather than mandating consultation.
SW Board
No new proposals currently open for comment.
Updated Consolidated Rulebooks
As of August 1, 2025, BHEC has posted updated consolidated rulebooks (PDFs) on the Statutes and Rules webpage for each profession. These updated rulebooks reflect the most recently adopted rules (recapped in our previous blog here).
These rulebooks are designed to be easier to navigate, though remember: The official rules remain published by the Texas Secretary of State in the Texas Administrative Code under Title 22, Examining Boards, Parts 21 (Psychologists), 30 (LPCs), 34 (SWs), 35 (LMFTs), and 41 (BHEC).
CE Broker Is Now Live for Licensees
CE Broker Package options — I decided on the basic (free) account, as it meets my needs.
Here’s the big one: CE reporting has changed for everyone.
Up until now, license renewal worked on the honor system — you attested that your CE requirements were complete, and unless you were selected for a random audit, that was the end of it.
That process is over. Beginning January 1, 2026, all licensees will be required to track and report their CE credits through CE Broker (a CE management system that BHEC has decided to use). This means documentation of CE completion must be uploaded and maintained in CE Broker before renewal.
Important dates:
CE Broker accounts are available now (including a free version)
January 1, 2026: Licensees must have created an account and reported required CE hours in order to renew
A preview of the CE reporting page, where you can begin reporting by category. Note: I’m an LPC, so this is a screenshot of what my reporting page looks like — keep in mind that while BHEC is working toward greater consistency across license types, some differences remain.
Our advice? Set up your account now. Uploading CE certificates as you earn them will save you a lot of stress come renewal time.
I decided to use my approach strategies (oh, therapist jokes), and go ahead and set up my account. Good news: It only took me about 4 minutes, including the time it took me to take a couple of screen shots and step-by-step notes to share with you all here.
Here’s How to Get Started:
Go to the website: cebroker.com/plans and enter in your state and profession (licensure type).
Select your plan (free or paid) — it auto selects a paid version, I enrolled in the basic (free) version, as it seems to suit my needs. See screenshot of the packages offered.
Enter your license number.
Confirm your license/name and package selection.
Create an account by adding an associated email, account name and password.
It takes you to a homepage, where you can begin uploading and tracking your CEUs by category (see screenshot).

BHEC will also hold live demonstrations at each professional board meeting in September and at the Council’s October 14, 2025 meeting.
